Training Exercise Scheduled at School, Avoid School Property

The Baltimore County Police Department in cooperation with the Baltimore County Public School system will participate in a training exercise simulating an active shooter critical incident. The exercise will begin on Friday, June 22 at 8 a.m. and finish around 2 p.m. The exercise will be held inside of Prettyboy Elementary School located at 19810 Middletown Road in Freeland 21053.

Avoid School Property

The public is being made aware that there will be an increased police presence on the school’s grounds and in the immediate area, and is being asked to avoid the school property during the training exercise so as to not interfere with the activities.

The exercise will simulate a realistic response to an active shooter critical incident. Actors will be playing roles as parents, staff, students, and assailants. Officers will provide a mock response while working to mitigate the threat and secure the area.


Police Seek To Identify Robbery Suspect

Baltimore County Police are seeking the public's help in identifying a robbery suspect. On March 18, 2018 at 1:25 a.m., the suspect pulled up to the Royal Farms store located in the 6000-block of Falls Road, 21212 driving a stolen white Holiday Inn Express van. The man came into the store, approached the store employee and demanded money from the register. The suspect implied that he had a weapon during the robbery. After taking the money, the suspect fled back to the white van and drove away on Falls Road. The subsequent investigation revealed that the Holiday Inn Express van was stolen from Baltimore city. 

The suspect is described as a black male, 25 to 40 years old, with a beard and medium build. If anyone has information about this robbery suspect, please call Baltimore County Police at 410-307-2020.

Police Attempting to Located Wanted Man

Baltimore County Police are seeking to locate Marcus Jermaine Scott (26) of the unit-block of N. Culver Street, 21229. Scott is currently wanted in Baltimore County for first-degree burglary, has an active parole intake warrant, and an arrest warrant in reference to an investigation by the University of Maryland, Baltimore Police . He is described as a black male, 5'4," and 300 pounds. If you have information about Marcus Scott, please call Baltimore County Police at 410-307-2020.

Police Investigating Fatal Pedestrian Crash in Cockeysville

At 9:26 p.m. on June 22, 2018, Baltimore County Police responded to a pedestrian-involved crash on York Road near Sherwood Road, 21030. Police were able to determine that Benny Bitolas Villalobos (86) of the 13800-block of York Road, 21030 was crossing York Road when he was struck by a 2016 Chevrolet Suburban traveling northbound on the same road. Villalobos was transported to University of Maryland St. Joseph Medical Center, where he was pronounced deceased at 10:18 p.m. The driver of the Suburban remained at the scene and alcohol does not appear to be a factor in the crash at this time. Mr. Villalobos was not in a crosswalk when he was struck by the vehicle. 

Kids and Cops Baseball Camp 2018

The 3rd Annual Baltimore County Police Department Baseball Camp is scheduled for June 25 to 29. Precinct 12 Dundalk will host the camp from 9 a.m. to 2 p.m. at Merritt Point Park located at 7800 Dunmanway in Dundalk 21222.

The week-long camp focuses on underprivileged and at-risk youth from ages 8 to 14. It is free to participants nominated by local schools, recreation councils and other programs. There will be “skills and drills” for the participants in the morning and games after lunch. A cookout is scheduled on the last day of camp.

Officer McElfish, a 24-year veteran of the department who works in Precinct 12 Dundalk, began this program in 2016. He has also played in the minor leagues for the Cleveland Indians.

The camp helps to strengthen relations between police officers and young people.

Woman Found Dead in Rosedale Home

Police are investigating after a woman was found unresponsive on the floor of her Rosedale home yesterday evening.

Police were called to the 7900 block of Roseland Avenue just after 8 p.m. Sunday evening when a relative entered the woman's home and found her on the kitchen floor, suffering from trauma to the upper body. The woman, identified as Cindy Berdina Testerman, who would have turned 62 today, was pronounced deceased at the scene. Her body has been transported to the Office of the Chief Medical Examiner for determination of cause and manner of death.

Police are asking anyone who may have information on this woman's death to contact them at 410-307-2020. The Baltimore County Police Homicide Unit is following up with this investigation.

WANTED: Dontae Willis for Burglary

WANTED: Dontae Willis

Dontae Willis, wanted for burglary

Dontae Willis is wanted on a warrant for the 2nd Degree Burglary of a detached garage in the 4500 block of Forest View Avenue, 21206 in the White Marsh precinct. He broke through a fence gate to gain access to the property, then forced the door to a garage open, from which he attempted to steal a bike. He was caught in the act and fled on foot, eluding immediate capture.

Willis is known to frequent areas in the White Marsh precinct and the Latrobe Homes area of Baltimore City. Anyone with information on Willis' whereabouts is asked to contact police at 410-307-2020. If seen, dial 9-1-1 for an immediate police response.

Torch Run Includes Caring Cops and Special Athletes

The annual Law Enforcement Torch Run to benefit Special Olympics will take place tomorrow, June 7 at 10:15 a.m. This marks 32 years of Baltimore County Police participation in the event. BCoPD is dedicated to raising money for and awareness of the Maryland Special Olympics.

The Special Olympics torch will be carried by both officers and Special Olympics athletes.

More than 50 runners will line up for the three-mile run that starts at Harford Hills Elementary School and ends at the Public Safety Building in Towson. The runners and other participants will then enjoy a cookout.

Baltimore County Police have raised thousands of dollars over the years to support the Maryland Special Olympics.


Man Arrested in Rosedale Woman's Death, Charged with Double Homicide After Second Victim is Found

UPDATE (June 27, 2018 2:08 p.m.):

Homicide detectives arrested a man in connection with the murder of Cindy Berdina Testerman after the Office of the Chief Medical Examiner ruled the cause of death to be homicide by trauma inflicted by an edged weapon yesterday.

booking photo of Ryan Michael McGuire, homicide suspectRyan Michael McGuire (32), with no permanent address, is charged with two counts of First Degree Murder and two counts of Second Degree Murder after a second victim was located during the execution of a search warrant of a home across the street from Cindy Testerman's home. Video surveillance was recovered that implicated McGuire in Cindy Testerman's death, leading detectives across the street to the home of the second victim, with whom McGuire had been staying recently.

Judy Elizabeth Slebzak (66) of the 7900 block of Roseland Avenue, 21237, McGuire's step-mother, was discovered hidden in a cedar chest in her home during the search following McGuire's arrest. McGuire admitted his involvement in both women's deaths during a post-Miranda interview.

Police now believe that McGuire may have murdered Judy Slebzak up to a few weeks ago, then used her vehicle for transportation while selling some of her possessions to obtain money for illicit narcotics. When Cindy Testerman began questioning him about her whereabouts, police believe he responded to her home on Saturday, June 23, and murdered her, as well. He took possessions from her home, including her vehicle, and sold them for money to purchase additional narcotics.

McGuire is currently held without bail at the Baltimore County Detention Center pending a bail review hearing.

Investigation Continues into Yesterday's Shooting on Glen Michael Lane

Detectives continue to investigate the circumstances surrounding a shooting in the 8500 block of Glen Michael Lane in Randallstown yesterday morning.

Police responded to a call of shots fired around 10:18 a.m. and found a 34-year-old man suffering from multiple gunshot wounds to the upper body. The man was transported to an area hospital with life-threatening injuries. The suspect fled the scene prior to police arrival and remains outstanding, however, police believe this victim was targeted by the suspect.

Detectives from the Baltimore County Police Violent Crimes Unit continue to investigate this shooting. Anyone with information is asked to contact police at 410-307-2020.

Pursuit Across Jurisdictions Ends in Woman's Arrest

Baltimore County Police have arrested a 54-year-old Catonsville woman following a lengthy multi-jurisdictional pursuit this morning.

The pursuit began around 9:23 a.m. when the woman got into her vehicle and drove across her lawn in the 600 block of Crosby Road, fleeing officers attempting to serve multiple warrants for her arrest. The suspect, identified as Tonya Jeanette Cobbs-Fox, led police from multiple jurisdictions onto westbound Interstate 70 and into Frederick County, where Sheriff's Deputies joined the pursuit and ultimately continued the pursuit after Baltimore County Police cancelled their involvement at 9:41 a.m.

Sheriff's Deputies followed Cobbs-Fox onto Route 85 and into the City of Frederick, where they successfully deployed a tire-deflation device, resulting in the slow deflation of the vehicle's front and rear driver side tires. Cobbs-Fox stopped the vehicle on the parking lot of the Exxon gas station at 400 South Jefferson Street, where she was confronted by deputies, refusing to comply with demands to exit her vehicle. A less lethal impact weapon was used to break the driver's side window and gain access to the vehicle after Cobbs-Fox was seen reaching under her seat and reaching under her shirt. Cobbs-Fox was taken into custody without further incident, and was found to be concealing a canister of pepper spray in her bra, and a large knife and "hatchet" type weapon under her driver's seat.

Baltimore County units responded to the Exxon and took custody of Cobbs-Fox, returning her to Baltimore County for the service of two warrants. She is also charged with a number of traffic offenses related to the pursuit in Baltimore County. The Frederick County Sheriff's Office will seek charges pertaining to traffic related violations and the weapons violations.

Today's events were preceded by an incident on June 15 in which Cobbs-Fox responded unprompted to a neighbor's home and began pounding on the front door just after 2 a.m. When she got no response, she began striking two cars in the neighbor's driveway with her foot and another object, leaving damage to both vehicles. A warrant for her arrest was issued in this incident.

A second incident with the same neighbor occurred last night around 8 p.m. when she brandished a knife similar to the one discovered in her vehicle this morning, threatening to kill her neighbor and burn down their house. A second warrant was issued in this incident.

Cobbs-Fox now faces burglary, arson, assault, and a number of traffic related charges and remains in custody.

Pedestrian Killed Crossing Pulaski Highway in White Marsh Last Night

Baltimore County Police continue to investigate a fatal pedestrian-involved crash in White Marsh last night.

Police were called to the scene around 9:20 p.m. after a man attempted to cross eastbound Pulaski Highway west of Stevens Road, stepping in front of a truck traveling eastbound in the left lane. The man, identified as Ronald Kevin Hardin (49) of the 2400 block of Highway 590 East in Seminary, Mississippi, was pronounced deceased at the scene. The driver of the truck remained at the scene.

The Baltimore County Police Crash Investigation Team continues to investigate this crash.

Suspect Leads Police on Short Pursuit with Vehicle Stolen from Car Wash

Baltimore County Police are on the scene of a crash involving a stolen vehicle that struck a BGE transformer, a light pole, and a traffic signal box, leaving the area near Rossville Boulevard at Kelso Drive without power.

A woman who had just finished washing her white Dodge Journey at Canton Car Wash, 10051 Franklin Square Drive in Nottingham, 21236 called police at 1:07 p.m. after she stepped out of her vehicle and watched helplessly as a male suspect got in and drove off.

Officers saturated the area and soon spotted a vehicle matching the description, following it at a distance along with Baltimore County Air support, until it could be confirmed that it was the stolen Dodge.  The vehicle drove around the White Marsh precinct area onto Interstate-695 and onto Eastern Boulevard heading toward Baltimore City, then back onto I-695 into Essex at Route 702. Once the vehicle was confirmed to be the stolen Dodge, officers attempted to make a traffic stop, but the vehicle fled, ultimately driving back onto I-695 and exiting onto Pulaski Highway. The vehicle fled into the parking lot of the Sonic Drive-In at 8733 Pulaski Highway, where it struck another vehicle, causing minor damage, and then fled back onto Rossville Boulevard. The driver attempted to turn left onto Kelso Drive when it left the roadway and drove up a slight embankment and overturned, striking a BGE transformer, a light pole, and the traffic signal box on the corner of Kelso Drive and Rossville Boulevard. As downed wires were arcing, officers assisted the suspect out of the vehicle and placed him under arrest at 1:28 p.m.

The suspect, only identified as an adult male at this time, was taken to an area hospital with minor injuries, pending criminal and traffic related charges.

Officer Amy Caprio Awarded May 2018 Officer of the Month Posthumously

Officer Amy Caprio #5785 has been posthumously awarded the Parkville Precinct May 2018 Officer of the Month award.

Officer Caprio quickly achieved the assignment of a permanent post after transferring from the Essex Precinct to the Parkville Precinct just eight months earlier. Officer Caprio possessed a strong work ethic and consistently conducted quality investigations, routinely resulting in a high number of case clearances. Her supervisors describe her as highly motivated, professional and compassionate, with an ability to communicate and connect with the variety of citizens she encountered daily. She was efficient in balancing her responsibilities of patrol response and investigation, while still maintaining a high level of visibility through proactive patrol in an effort to deter crime.

Officer Caprio carried these exceptional qualities through to her last call on May 21st. Dispatched to a suspicious condition on Linwen Way at 1:58 p.m., Officer Caprio obtained additional information regarding the suspect vehicle, a black Jeep, and four suspects that may be attempting to commit a burglary. Officer Caprio was aware of additional burglaries previously occurring in the area, and searched for the suspect vehicle, which she found. Recognizing a potentially dangerous confrontation could ensue, she called for clearance of radio transmissions as she approached the suspect stopped at the end of the cul-de-sac on Linwen Way. The suspect, 16-year-old Dawnta Anthony Harris, refused to comply with Officer Caprio's demands to exit the vehicle, and instead accelerated directly toward where she was standing in front of her patrol car. Officer Caprio was able to fire a single round into the windshield of the Jeep before Harris struck her, causing fatal injuries, and fled the scene.

While this was a dark day in the history of the Baltimore County Police Department, the work that Officer Caprio did that day ultimately led to the clearance of her own murder, as well as six additional burglaries, including the following:

  • 1st Degree Burglary on Linwen Way on May 21
  • 1st Degree Burglary on Northwind Road on May 21
  • 4th Degree Burglary on Ardmore Avenue on May 21
  • 1st Degree Burglary on Hevesy Court on May 18
  • 1st Degree Burglary on Graveswood Court on May 18
  • 1st Degree Burglary on Old Oak Road on May 15

Well done, Officer Caprio. You were an asset to this department and a shining example of the core values of the Baltimore County Police Department - Integrity, Fairness, Service.

WANTED: Brandon Gallen Floyd

WANTED: Brandon Gallen Floyd for robbery, assault and theft.

Brandon Floyd has been identified as the suspect in at least ten cases of robbery, theft, and assault across western Baltimore County, from Towson to Halethorpe, dating back to mid-May. He is also linked to additional cases in surrounding jurisdictions, as well as Pennsylvania. Floyd is last known to have struck in Baltimore County on Tuesday, June 26.

Brandon Floyd typically strikes convenience stores during the overnight hours, including Royal Farms and 7-Eleven, loitering around the store for a short time before approaching the counter and demanding cigarettes or simply walking behind the counter and taking them. He has also stolen merchandise during the afternoons from Walmart, Rite Aid, Game Stop and a liquor store.

Brandon Floyd is easily recognizable with a number of tattoos on his face, including a swirl between his eyebrows, two tear drops under his right eye, two vertical parallel lines above and below his right eye, and "Danielle" written in cursive on the right side of his neck.

Detectives from the Baltimore County Police Robbery Unit are asking for anyone with information on Brandon Floyd's whereabouts to contact police at 410-307-2020.

Additional Details Released In Police Involved Shooting

On July 3, 2018 at 5:00 a.m., Baltimore County Police received a call from the Walgreens located in the 9600-block of Harford Road, 21234 for a theft. The caller stated that a male took items from the store and fled in a blue Chevrolet Tahoe. A responding officer saw the Tahoe and attempted to stop the SUV. The female driver did not stop. The officer continued to pursue the vehicle.

Later, the pursuit continued onto the westbound lane of Philadelphia road near 65th Street. On Philadelphia Road, there was a collision between the police car and the suspect car. A second collision followed on Pulaski Highway, at which time the officer ran from his car and approached the suspect’s SUV. The suspect driver ignored several commands from the officer to get out of the SUV. The officer then fired his service weapon several times at the SUV. The driver continued westbound on Pulaski Highway after the shooting. The SUV eventually stopped at Pulaski Highway near North Point Road and both suspects were taken into custody. The driver was not injured, the male passenger suffered a gunshot wound to his arm. He is currently being treated at a local hospital and is expected to survive his injuries. The names of both suspects are not being released, pending charges.

The police officer responsible for the shooting has been identified as Police Officer First Class McCain of Precinct 8. He is a 17-1/2 year veteran of the Department. Officer McCain was involved in an August 1, 2017 combat shooting that resulted in a fatality. He was also involved in a combat shooting in 2006 that did not result in a fatality. Officer McCain's police powers have been suspended, with pay. The Police Department will conduct an investigation and submit the case to the Baltimore County State’s Attorney’s Office for their review and determination on filing of charges.

BCoFD Promotes Four to Fire Director

Fire Chief Kyrle W. Preis, III has promoted four members to the rank of Fire Director.  They will be in charge of key support services areas of the department.

Congratulations to the following:

  • Fire Captain Craig Bidinger, who will oversee the Supply and Logistics Division
  • Fire Captain Julia Dillard, who will oversee the Safety Division
  • Fire Captain Marcus Johnson, who will oversee the Fire Marshal's Office
  • EMS Captain Tim Rostkowski, who will oversee the Fire-Rescue Academy

The promotions are effective July 7, 2018.

Fallen Hero Officer Charles Huckeba is Remembered

Photo of Officer Charles Huckeba, killed in the line-of-duty in 1977.Baltimore County Police Officers are wearing mourning bands on their badges today in memory of a fallen hero.

On July 6, 1977, Officer Charles Huckeba (26) had been with the Baltimore County Police Department for less than a year when he responded to a domestic disturbance in Lansdowne. He was shot and killed by a man in the home.

Officer Huckeba left behind a wife and young son.

Officer John Stem was also shot during the incident. He died from complications in 2000.

Officers Huckeba and Stem and other officers were trying to subdue an agitated, armed, 19-year-old man who barricaded himself in his family’s home.

County Police Make Arrests In July 4th Dundalk Stabbing

Just after 10:00 p.m. on July 4, 2018, Baltimore County Police responded to the parking lot of the Save-A-Lot in the 1700-block of Merritt Boulevard, 21222 for a stabbing. Police determined that an argument occurred between one man and the suspects about the traffic leaving the parking lot at the end of the fireworks show. The victim saw the argument and tried to intercede to avoid a fight. At that time, the suspects pulled the victim into their car and stabbed the man. 

The victim was transported to a local hospital where he was treated for wounds to the upper-body. The 33-year-old victim is expected to survive his injuries. Subsequent investigation by police led to the identification of both suspects. 

Deion Nicholas Richardson, 21, of the 3500-block of Wagon Trail Road, 21220 has been charged with first-degree and second-degree assault. Christopher Marquis Thomas, 22, of the 3600-block of Sollers Point Road, 21222 has also been charged with first-degree and second-degree assault. Both men are being held without bail at the Baltimore County Department of Corrections. 

Police Release Details on 4-Hour Standoff with Armed Man in Dundalk

At 8:00 p.m. on July 8, 2018, Baltimore County officers attempted to stop a vehicle with stolen tags in the area of Willow Spring Road and Pine Avenue, 21222. When the officers approached the car they observed that the driver was the only person inside the vehicle. The driver got out of the car, pulled out a handgun, and walked away from the officers holding the gun against himself.

The suspect continued to walk away from police, as the officers set up a perimeter around the man. The suspect stopped near the intersection of Yorkway and Kinship while continuing to hold the gun against his body, threatening to shoot himself. In response, the Department deployed the tactical and hostage negotiations units.

Just before 12:30 a.m. on July 9th, the suspect surrendered to police. Officers recovered the gun and a knife from the suspect. Police also found another gun inside the car.

The suspect has been identified as Jason John Kassakatis, 50, of the 2400-block of Fairway, 21222. After receiving medical treatment, Kassakatis was charged with first-degree assault, second-degree assault, convicted felon in possession of a firearm, handgun on person, handgun in a vehicle, illegal possession of ammunition, possession of CDS, possession of paraphernalia, failure to obey a lawful order, possession of a dangerous weapon and theft under $100.00. He is currently being held on a denied bail status at the Baltimore County Department of Corrections.
