Police Investigating Officer Involved Shooting in Middle River

UPDATE (May 15, 2016  1:24 p.m.):

Baltimore County Police are continuing to investigate an officer involved shooting in Middle River Saturday night.

Further investigation has indicated that sometime before 7 p.m., the suspect went to a home in the 200 block of Wampler Road 21221 with a woman. While the suspect was there, he assaulted a man and a woman with a hatchet. Neither victim knew the suspect. The victims were transported to an area hospital for treatment. The woman was later released, but the man remains hospitalized.

Further investigation has also indicated that police determined that the suspect lived in a home in the 300 block of Grovethorn Road 21221. An officer arrived at the home and was let inside by a relative. The relative led the officer downstairs to where the suspect stayed. The suspect appeared from under some steps and was holding a large knife which he used to cut his neck. The suspect fell and dropped the knife, but then lunged toward the knife and the officer. Fearing for her safety and the safety of the relative, the officer fired one shot at the suspect.

Other officers arriving at the scene rendered aid to the suspect until EMS personnel arrived. The suspect was transported to the R Adams Cowley Shock Trauma Center where he is in critical but stable condition.

The officer is on administrative status while the incident is reviewed.

The identity of the suspect is not being released at this time because he faces possible charges in connection to the incident.

This incident is under investigation by the Baltimore County Police Homicide Unit. The Homicide Unit investigates all police involved shootings. When the investigation is complete, the results will be sent to the Baltimore County State’s Attorney’s Office for review.

Original release (May 14, 2016  11:22 p.m.):

The Baltimore County Police Department is investigating an officer involved shooting in Middle River.

Just before 7 p.m. tonight, Baltimore County Police responded to a home in the 200 block of Wampler Road 21220 for an assault. The preliminary investigation into that incident has indicated that the suspect (an adult male) assaulted a man and a woman at the location. Both victims were transported to an area hospital for treatment and are expected to survive.

The suspect was later located in the basement of a home in the 300 block of Grovethorn Road 21220. The preliminary investigation has indicated that during an interaction between the suspect and an officer, the officer shot the suspect once. The suspect had a knife and some cut marks on his neck which investigators believe to be self-inflicted.

The suspect was transported to the R Adams Cowley Shock Trauma Center for treatment.

The officer will be placed on administrative status while the incident is reviewed.

This incident is under investigation by the Baltimore County Police Homicide Unit. The Homicide Unit investigates all police involved shootings. When the investigation is complete, the results will be sent to the Baltimore County State’s Attorney’s Office for review.

This is the text of Fire Chief John Hohman's EMS Week message to BCoFD personnel:

This week, May 15 to 21, is the 42nd National EMS Week, a time to recognize the contributions of the paramedics, emergency medical technicians and others who make up the emergency medical community. This year’s theme, “Called to Care,” is particularly appropriate because the work you do truly is a calling.

Every day, you are called to a mission that only a few – by virtue of training, commitment, compassion and stamina – can fulfill.

Every day, you are called to all manner of crises and emergencies. You are there when an elderly person falls … when someone suffers cardiac arrest ... when a child is hurt or a car crashes.  In the midst of such unexpected chaos, people expect you to be professional and equipped with the expertise that ensures you will do everything possible to ensure that things turn out all right in the end.

But for the EMS provider, expertise is not enough. Empathy is a requisite, not an option, even in stressful, technically challenging situations.  In letters and other expressions of gratitude from our patients, your kindness and courtesy – your caring – are what people remember most.

I want you to know that the work of our EMS personnel has become a bedrock of this Department. EMS calls account for more than 70 percent of the calls handled by BCoFD. Our reputation rests on your reputation. I thank you for giving us your very best.

Police Looking for Pikesville Burglary Suspect

Original release (May 17, 2016  11 a.m.):

The Baltimore County Police Department is seeking the public’s assistance in identifying the suspect responsible for an April 15 burglary in the Pikesville area.

Sometime between 8 p.m. on April 14 and 3 a.m. on April 15, an unknown suspect entered a home in the Unit block of Hambleton court 21208 through an unlocked door and took a purse. The suspect later used a credit card in that purse to make a purchase at a 7-Eleven in Baltimore City.

Pictures of the suspect at the 7-Eleven were captured on video surveillance.

This incident is under investigation by the Baltimore County Police Burglary Unit.

Man Injured After Jumping Off Crane in White Marsh Monday

Original release (May 18, 2016  10:39 a.m.):

An Oregon man is hospitalized after he jumped off of a crane while wearing a parachute in White Marsh Monday night.

At 8:12 p.m. Monday night, Baltimore County Police and Fire personnel responded to a construction site in the 8200 block of Town Center Drive 21236 for a report of an injured person.

The initial investigation into this incident has indicated that a man who worked for the construction company had jumped from a 160 foot crane. When he jumped, the parachute he was wearing did not fully deploy. He landed on a steel box and was injured.

Officers found that there were two GoPro cameras attached to the helmet that the man was wearing.

The man's employer told police that he was authorized to be at the construction site after hours. There is no criminal investigation.

The man, 33-year-old David Matthew Mazik, of the 15800 block of Southwest King Richard Drive in King City, Oregon, was taken to Johns Hopkins Bayview Medical Center for treatment. His current condition is unknown.

Police Investigate Shooting in White Marsh Precinct

UPDATE (May 18, 2016  3:54 p.m.):

The Baltimore County Police Department has obtained an arrest warrant for the suspect in last night’s shooting near Franklin Square Hospital.

Erwin J Acree (29) of the 400 block of South Chapel Gate Lane 21229 is charged in the arrest warrant with attempted first-degree murder, first-degree assault, and other related charges.

Detectives identified Acree, the victim’s ex-boyfriend, as the suspect in this case. When police went to a location in the Unit block of North Woodington in Baltimore City, Acree refused to come out resulting in a barricade situation. Acree later shot himself and was transported to an area hospital for treatment.

The incident remains under investigation by the Baltimore County Police Violent Crimes Unit.

Original release (May 18, 2016  7:25 a.m.):

Baltimore County Police are investigating a shooting that occurred in the 9000-block of Franklin Square Drive, 21237.

On Tuesday, May 17, 2016 at 11:30 p.m., County police received a call for a shooting across the street from a bus stop. When officers arrived, they found an adult woman suffering from multiple gunshot wounds to the upper body. The woman was transported to a local hospital for treatment. Her current condition is unknown at this time.

Police are withholding her name in order to protect her safety. Police learned that Franklin Square Hospital was placed on a "lock-down" for about one hour for precautionary measures. Investigators believe that the victim was targeted but cannot confirm any suspect details or motive in the shooting. Police believed that there is not an on-going threat to the safety of the hospital or the community at this time.

Further information will be provided as details are confirmed with investigators.

Detectives Work to Solve 20-Year-Old Homicide Case

The Baltimore County Police Department seeks the public’s assistance in identifying the suspect in a homicide case from 1996.

On the morning of March 2, 1996, 23-year-old Joann “Jody” LeCornu was found deceased in her car in a parking lot on York Road. She had been shot once in the back. Despite an intensive investigation into the incident, LeCornu’s killer has not been positively identified.

Police know that LaCornu had been at the Mount Washington Tavern earlier that night. After leaving Mount Washington Tavern, she went to the Curb Shoppe Bar in the 5700 block of Falls Road 21209 where she purchased beer, and then drove to a parking lot in the 6300 block of York Road 21212.

While she was sitting in her car, the suspect approached the vehicle. It is not known exactly how long the suspect spent at the vehicle or if there was any interaction with LeCornu; but at some point, he shot LeCornu once. After being shot, LeCornu drove her vehicle to the Giant Food parking lot across the street. She drove around the lot and then stopped. The suspect had followed her and when the car stopped, he reached in, appeared to put the vehicle in park, and took something from the vehicle.

The suspect then got into a white BMW, drove south on York Road and turned left onto Walker Avenue.

The suspect is described as an African American male, mid-20s to early-30s, 5’10” to 6’01”, 200 to 220 pounds, wearing a green fatigue style coat.

Finger prints were lifted from inside and outside of LeCornu’s car. Initial record checks of the fingerprints were negative. Those prints are now going to be re-checked to see if there are any matches.

Detectives believe that the suspect would not have been able to keep the incident to himself. Over the past 20 years they believe that he likely told someone about it.

This case remains under investigation by the Baltimore County Police Homicide Unit.

Baltimore County Police Search for Missing 15-Year-Old Girl

 Balitmore County Police seek the public’s assistance in locating a missing child. Taegan Valenti, 15, of the 100-block of Willow Bend Drive, Owings Mills, 21117, was last seen leaving for school early this morning. Taegan is described as a white female, 5’7”, 215 pounds, with brown hair and brown eyes. She was last seen wearing a maroon polo shirt and tan pants. Police fear for the safety of Taegan and urge the public to assist in locating this child. Firefighters' Ceremony of Remembrance Scheduled May 17

The Baltimore County Fire Service’s annual Ceremony of Remembrance, which honors those members who have lost their lives in the line of duty, is scheduled for Sunday, May 22.

The ceremony will be held, rain or shine, at 2 p.m. at the Fire Service Memorial Monument in Patriot Plaza in Towson.

The Baltimore County Fire Department and Baltimore County Volunteer Fireman’s Association jointly organize the event.

Honoring Fallen Heroes

Forty-five Baltimore County firefighters and emergency medical personnel have died in the line of duty. These include 21 career members and 24 volunteer members.

Fire Chief John Hohman and other career and volunteer fire service leaders will honor the fallen by placing a wreath on the memorial shrine during the ceremony.

The shrine was built entirely with funds by members of the Fire Service. The memorial was sculpted in Portugal of Portuguese red granite, and consists of a Maltese cross flanked by two columns.

Inscribed on the monument are the names of the fallen and the words of Saint John, 15:13: “Greater love hath no man than this, that a man lay down his life for his friends.”


Police Looking For Girl Missing From Parkville

The Baltimore County Police Department is seeking the public’s assistance in locating a 15-year-old girl missing from the Parkville area.

Camani Curtis is an African American female, 5’02”, 114 pounds with black hair and brown eyes. It is not known what she might be wearing.

Curtis was last seen May 17 at the Arrow Project facility in the 1600 block of Cromwell Bridge Road 21234.

The search for Curtis is being led by the Baltimore County Police Crimes Against Children Unit.

FY 2016 Local Solicitation

The Baltimore County Police Department is in the process of applying to the U.S. Department of Justice, Office of Justice Program's Bureau of Justice Assistance (BJA) for grant funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program: FY 2016 Local Solicitation. Baltimore County has been allocated $336,110 under a federal funding formula for state and local jurisdictions. The Police Department intends to use this allocation to continue to partially fund the salaries of six Police Officer positions and one Criminal Records Clerk position hired under a previous award.

Woman, 66, Dies in Rosedale House Fire

A 66-year-old woman died Saturday evening in a one-alarm fire at her Rosedale townhome.

Rosa Mae Mason, of the unit block of King Charles Circle, died at the scene. The victim's son told police he heard her calling from her upstairs bedroom and tried to get her out of the middle-of-group townhouse, but he was unable to do so due to heavy smoke and rapidly spreading fire.

Baltimore County fire crews responded to the King Charles Circle address at about 7 p.m. First-arriving units found heavy smoke showing from the home. Some 17 pieces of equipment fought this fire. Fire personnel brought it under control in about 35 minutes.

The son, 36, who also lived at the King Charles Circle address, was evaluated at the scene but was not transported. One firefighter from White Marsh Volunteer Fire Co. was transported to the MedStar Franklin Square Medical Center with non-lifethreatening injuries.

Baltimore County Police fire investigators have not determined a cause for the fire but have confirmed that it was not deliberately set.

Police Charge Baltimore Man With Human Trafficking

The Baltimore County Police Department has charged a Baltimore man in connection with human trafficking.

Michael Brandon Osikomaiya (23) of the 3600 block of Lyndale Avenue 21213 has been charged with human trafficking, prostitution, and related charges. He is being held at the Baltimore County Detention Center on $200,000 bail.

In the early afternoon of May 19, the Baltimore County Police Department learned that there was a 16-year-old girl advertising prostitution on the internet. An undercover officer contacted the girl and set up a meeting at a Baltimore County motel. When officers arrived at the motel, they located the girl.

Further investigation indicated that Osikomaiya was her pimp. He was taken into custody as he returned to the motel.

Detectives learned that Osikomaiya was employed as a teacher in Baltimore City. The victim was not one of his students.

The 16-year-old girl in this case is considered a victim and police do not have any plans to charge her at this time.

This incident remains under investigation by the Baltimore County Police Vice Unit working with the Maryland Child Exploitation Task Force.

The FBI-led Maryland Child Exploitation Task Force (MCETF) was created in 2010 to combat child prostitution, with members from 10 state and federal law enforcement agencies.  The Task Force coordinates with the National Center for Missing and Exploited Children and the Maryland State Police Child Recovery Unit to identify missing children being advertised online for prostitution.

Dundalk Man Charged With Second Degree Rape

UPDATE (May 25, 2016  7:48 a.m.):

Baltimore County Police have charged a Dundalk man with impersonating a police officer and a sex offense.  This is the fourth sexual offense incident that police have charged him in connection with.

A woman contacted police after seeing a previous media release about Brian Keith Cooper and said that she had been victimized in October 2015.

The woman further told investigators that in the middle of October 2015, she placed an advertisement on the internet for sexual acts. She was contacted by a man and arranged to meet him on Fontana Lane 21237. He picked her up at that location in a dark 4 door vehicle and drove behind the La Quinta motel in the Unit block of Philadelphia Court 21237. At first she planned on taking the money and leaving before doing anything but after they discussed a price, the man pulled out a badge. The suspect then pulled off of the lot, drove around, and told her that he would not arrest her if she performed a sex act on him. They drove to residential community where the victim performed a sex act on the suspect. The suspect dropped her off on Fontana Lane.

The suspect has been identified as 30-year-old Brian Keith Cooper Jr of the 2000 block of Bear Ridge Road 21222. Cooper has been charged with impersonating a police officer,first-degree sex offense,and second-degree assault.He is being held without bail at the Baltimore County Detention Center.

This incident remains under investigation by the Baltimore County Police Special Victims Unit.

UPDATE (March 15, 2016  8:46 a.m.):

Baltimore County Police have released additional details on the Dundalk man charged with sexual offenses and impersonating a police officer.

After a previous media release, a woman came forward to police and reported that the suspect had also assaulted her. She told investigators that around August 1, 2015, the suspect approached her at Dundalk Avenue and Danville Avenue and asked her for a “date.” She got into his car and he drove them to a dead end off of Railway Avenue, where they exited the vehicle. The suspect displayed a knife, threatened to stab her, and forced her to perform a sexual act. After the victim performed the sexual act, the suspect left in his vehicle.

The suspect, 30-year-old Brian Keith Cooper Jr., was charged on March 11 in connection with this incident. He is held without bail at the Baltimore County Detention Center. As a result of this investigation, he has been charged with the assaults of three women.

UPDATE (March 12, 2016  1:22 a.m.):

Just before 6 p.m.  Friday night, Baltimore County Police arrested 30-year-old Brian Keith Cooper Jr in connection with an incident that occurred on August 1, 2015.

The charges Cooper faces in connection with the August 1 incident include first-degree sex offense, second degree assault, and dangerous weapon with intent to injure. He is now being held without bail at the Baltimore County Detention Center.

The victim in the August 1 case came forward after seeing television news coverage about Cooper’s February 28 arrest.

Further information on the August 1, 2015 incident is not available at this time.

These incidents remain under investigation by the Baltimore County Police Special Victims Team.

Original release (March 4, 2016  3 a.m.):

Baltimore County Police have charged a Dundalk man with impersonating a police officer and sexually assaulting two women.

On February 22, Baltimore County Police responded to an area hospital in reference to a rape. They met with a 25-year-old woman who told them that on February 21 at approximately 7 p.m., she was at Dundalk Avenue and Graceland Avenue attempting to solicit sex for money. The suspect picked her up in a car and agreed to pay her for sex. They drove to the dead end of Crafton Avenue and got out of the car. The suspect then pulled handcuffs and a badge from his pocket and told her he was with the Baltimore County Police Department. He also told her that she was going to be taken to “Precinct 12” and asked her “What would you do to stay out of jail”. The suspect then had sexual intercourse with her. She did not scream because she was afraid of the suspect. The suspect then drove her back to Dundalk Avenue and Graceland Avenue where he dropped her off.

On February 28 at 7:43 p.m., police responded to the dead end of Crafton Avenue for a suspicious vehicle. When they arrived, they found a car occupied by a man and a 34-year-old woman. The woman told officers that the man had picked her up on Dundalk Avenue and took her to the location. When they exited the vehicle, he told her that he was a police officer and was deciding if he was going to arrest her. When they got back into the vehicle, the man told her that he would release her in exchange for a sexual favor. A badge and handcuffs were recovered from the scene.

Detectives determined that the man was responsible both incidents and had never been employed as a police officer.

The suspect has been identified as 30-year-old Brian Keith Cooper Jr of the 2000 block of Bear Ridge Road 21222. He has been charged with second-degree rape, second-degree sex offense, impersonating a police officer, and related charges. He was released on $350,000 bail.

These incidents remain under investigation by the Baltimore County Police Special Victims Team.

Tuesday Afternoon Crash in Dundalk Leaves Man Deceased

Original release (May 25, 2016  1:38 p.m.):

A Tuesday afternoon crash in Dundalk has left a man deceased.

The preliminary investigation into the crash has indicated that just after 3 p.m., a motor scooter had been traveling south-bound on North Point Road approaching German Hill Road. A 2007 Ford Taurus was traveling north-bound on North Point Road. The motor scooter crossed over into the north-bound lanes of North Point Road and was struck by the Ford Taurus.

The operator of the motor scooter, 49-year-old Robert Richard Suter of the 1900 block of Yorkway 21222, was declared deceased at the scene.

The Ford Taurus remained at the scene.

This crash remains under investigation by the Baltimore County Police Crash Team. The investigation is expected to take several weeks.

Police Investigating Package Thefts in Pikesville

Original release (May 25, 2016  3:38 p.m.):

Baltimore County Police have charged two men in connection with thefts of packages from in front of homes in the Pikesville / Precinct 4 area.

John Leon Kenney (25) of the 5000 block of The Alameda Rd 21239 has been charged with multiple counts of fourth-degree burglary and theft. He is being held at the Baltimore County Detention Center on $25,000 bail.

Sean Lamont Arrington (47) of the 3900 block of Wilsby Avenue 21218 has been charged with multiple counts of fourth-degree burglary and theft. He is being held at the Baltimore County Detention Center on $20,000 bail.

Detectives with the Pikesville Precinct Investigative Services Team began an investigation after several residents reported packages being stolen from in front of their homes. In two of the cases, mini-freezers were stolen from in front of homes in the 6500 block of Pebble Brooke Road 21209 and 6700 block of Evanston Road 21209.

The investigation has indicated that two men wearing yellow reflective vests were taking packages left in front of homes and then leaving in a dark colored SUV. The two men were later identified and Kenney and Arrington.

Detectives have been able to recover some of the property and are continuing to investigate the thefts.

Due to the active nature of the investigation, further information that includes booking photographs of the suspects is not available at this time.

Police Looking For Missing Parkville Girl

The Baltimore County Police Department is seeking the public’s assistance in locating a missing Parkville girl.

Khamaje McNeil is a 16-year-old African American female, 5’03”, 118 pounds, with brown hair and brown eyes. It is not known what she might be wearing.

McNeil was last seen at her home in the 8500 block of Oakleigh Road 21234 on May 11. She is believed to be somewhere in the Baltimore area.

The search for McNeil is being led by the Baltimore County Police Crimes Against Children Unit.

Wednesday Night Crash in Whitemarsh Leaves Pedestrian Deceased

Original release (May 26, 2016  1:44 a.m.):

Baltimore County Police are investigating after a late night crash leaves a pedestrian deceased. 

The preliminary investigation into the crash indicates that just before midnight a woman was with friends when she attempted to cross Pulaski Highway at Stevens Road in White Marsh. As she crossed north on Pulaski Highway she was struck by a motorist traveling east-bound. There is no crosswalk at this intersection.   

The driver of the vehicle, a teal Honda Civic, immediately stopped and remained at the scene. The victim, identified as Tami Lee Somerville (26) of the 11000 block of Red Lion Road in White Marsh, was pronounced deceased at the scene. 

The identity of the driver is being withheld pending the results of the investigation. 

This crash continues to be investigated by the Baltimore County Crash Investigation Team. 

MDTA Police Officer Charged With Theft

Original release (May 26, 2016  7:34 p.m.):

A Maryland Transportation Authority Police Officer has been arrested and charged with theft.

Corporal Shane Schapiro (36) has been charged with Theft from $10,000 to under $100,000. He turned himself in yesterday afternoon at the Towson Precinct and was released on $10,000 bail.

The charges stem from an investigation into missing and misappropriated funds from FOP Lodge 34 where Shapiro is a former President. FOP Lodge 34 represents Maryland Transportation Authority Police Officers and is located in Middle River.

The investigation is being conducted by the Baltimore County Police Financial and Cyber Crimes Unit.

Due to the sensitive nature and early stage of the investigation, no further information is available at this time.

Gymnastics Instructor Charged With Distributing Child Pornography

UPDATE (May 26, 2016  3:46 p.m.):

When Baltimore County Police served the search and seizure warrant on the suspect's home yesterday, they found a picture of a girl that was not pornographic. Detectives identified the girl and found she was a former Top Flight student. Contact has been made with the girl's family.

After a bail review this afternoon, Paul Daniel Bollinger remains held at the Baltimore County Detention Center on $2.5 million bail.

Baltimore County Police have charged a gymnastics instructor in connection with possession and distribution of child pornography.
 
Paul Daniel Bollinger (56) of the 7600 block of Gladstone Road 21244 has been charged with possession and distribution of child pornography. He is being held at the Baltimore County Detention Center on $2.5 million bail.
 
The investigation began in May when a detective with the Baltimore County Police Crimes Against Children Unit developed information on the possible distribution of child pornography online.  Further investigation led detectives to the home of 56-year-old Paul Daniel Bollinger in Windsor Mill. On May 25, detectives served a search and seizure warrant on Bollinger’s home and recovered a computer and numerous digital media storage devices. A preliminary review of the computer and devices revealed that they contained in excess of 30,000 images and videos of child pornography. The suspect was then taken into custody.
 
The computer and numerous digital media storage devices recovered during the search warrant will undergo a detailed forensic examination by the Baltimore County Police Digital and Multimedia Evidence Unit.
 
Detectives also learned that Bollinger had been a gymnastics coach for 25 years and currently teaches at Top Flight Gymnastics in Columbia Maryland.

Further investigation has indicated that he is sexually attracted to children and writes stories about having sex with children.
 
Investigation at this time has not indicated that Bollinger is involved in the production of child pornography.
 
This incident remains under investigation by the Baltimore County Crimes against Children Unit.

The Baltimore County Crimes against Children Unit is a member of the Maryland Internet Crimes Against Children Task Force.  The Maryland Internet Crimes Against Children Task Force comprises police agencies from around the state. Its primary mission is to protect children from computer-facilitated sexual exploitation. The Task Force works cooperatively with law enforcement agencies and prosecutors to provide resources to combat these crimes. Additionally, the Task Force provides community awareness campaigns helping to prevent the spread of these crimes through education.

Robert Staicos has been located unharmed in Harford County.

The Baltimore County Police Department thanks everyone who shared his information.

The Baltimore County Police Department is seeking the public’s assistance in locating a missing person.

Robert Staicos is a 73-year-old Caucasian male, 6’00”, weighing 180 pounds. It is unknown what he might be wearing.

Staicos is homeless and was last seen in the area of Johns Hopkins Hospital.

The search for Robert Staicos is being led by the Baltimore County Police Missing Persons Unit.
